Mr.Ezequiel “Zeke” Maldonado is the Director Technology and Data Services (D/TDS) position is located in the Department of Homeland Security (DHS), DHS Headquarters, Office of Intelligence and Analysis (I&A), Office of the Deputy Under Secretary of Intelligence & Analysis for Management. Mr. Maldonado leads and oversees all programs and activities within TDS and provides executive leadership for approximately 300-person multi-sector workforce, advise and assist senior I&A officials on critical technology issues to improve the capabilities, productivity, and agility of I&A and the DHS Intelligence Enterprise. Mr. Maldonado is designated as I&A’s Chief Information Officer and reports directly to the Deputy Under Secretary of I&A for Management. Mr. Maldonado leads the full range of technology and data programs through subordinate supervisors (Senior Level and GS-15), including the I&A Chief Technology Officer, Chief Data Officer, and Chief Information Security Officer.
Mr. Maldonado most recently served as the Director for ONI N6. In this capacity, he provided leadership and oversight over enterprise information technology (IT) and cyber security (CS) requirements, information, and data management (IDM), and digital modernization. Mr. Maldonado’s portfolio includes cyber security compliance and readiness, data science and artificial intelligence (AI) adoption, enterprise architecture modernization, unclassified and secret IT services, and mission IT services supporting naval warfare analysis, ship tracking and modeling & simulation (M&S). Mr. Maldonado served as the ONI Chief Knowledge Officer (CKO) and Assistant Director for Information and Requirements Management (IM/RM). Mr. Maldonado also served in various Scientific and Technical Intelligence (S&TI) leadership and analytical positions within the ONI Farragut Technical Analysis Center (TAC). Mr. Maldonado served as the Deputy Department Head for the Farragut C4ISR Department managing and overseeing scientific and technical intelligence (S&TI) programs for research, analysis, and dissemination of foreign undersea, radar electro-optics, non-acoustic ASW (NAASW) and electronic warfare (EW) sensors.
Mr. Maldonado spent nine years as an Electrical and Biomedical Engineer in the private sector before joining ONI in 2006. He holds an Associate of Applied Science (AAS) in Biomedical Engineering Technology from Howard Community College, a Bachelor of Applied Science in Electrical Engineering (BSEE) from the University of Maryland at College Park, and an Executive Master of Business Administration (MBA) from the Naval Post-Graduate School.
Mr. Maldonado is the recipient of the Navy Superior Civilian Service Award. He is also a graduate of the Federal Executive Institute (FEI) and an alumnus of the Department of the Navy’s Bridging the Gap (BTG) Executive Development Program. Mr. Maldonado is married to Melanie (Chicago, IL) and is a devoted father to Zachary (Duke University ‘27), Giselle (Duke University ’28, Midshipman, NROTC), and Lillian (15 years old).
