AI Subcommittee Submits Recommendations for AI Action Plan

INSA's AI Subcommittee recently responded to an OSTP Request for Information (RFI) seeking input on an AI Action Plan. The response outlines INSA’s recommendations for enhancing national security through AI interoperability, workforce development, and public-private collaboration. It provides a framework for cataloging AI capabilities, strengthening AI skills training, and establishing scalable commercialization pathways to accelerate innovation.

Key Focus Areas

Strengthening AI Workforce Readiness

Recognizing the critical role of AI talent, the Subcommittee recommends a national skills mapping initiative that integrates traditional workforce analytics with AI-driven competency tracking. This initiative supports next-generation training hubs, modeled after the NSA’s Centers for Academic Excellence, offering AI MakerSpaces, quantum computing testbeds, and challenge-based learning programs. These efforts aim to accelerate workforce reskilling, close competency gaps, and ensure AI expertise aligns with national security priorities.

Building a Scalable AI Commercialization and Security Framework

To sustain AI innovation, the Subcommittee proposes an Adaptive Consortium Network to drive public-private collaboration on intellectual property development, AI experimentation, and red-teaming methodologies. This framework includes a Red Team Exchange Program, inspired by the FBI’s Cyber Action Teams, to stress-test AI systems and enhance resilience. Additionally, a new AI commercialization playbook is recommended, leveraging federal funding mechanisms to enable secure, scalable AI deployment while protecting national security interests.
