Barbara Haines-Parmele

Barbara Haines-Parmele is the President of ManTech’s Intelligence Sector, leading the company’s charge to provide AI, advanced cyber, analytics, and IT solutions/services to the intelligence community. In this role, Haines-Parmele ensures overall mission commitment, program performance, business strategy and growth of the portfolio. She brings more than 25 years of experience leading large organizations and initiatives in the federal government, financial services and management consulting sectors. 

Previously Haines-Parmele served as Vice President and Division Manager of ManTech International’s National Intelligence Solutions Division, providing strategic leadership and managing all aspects of financial performance, business growth, customer satisfaction, and workforce management.

Before joining ManTech, Haines-Parmele served in pivotal leadership roles managing large-scale change initiatives for the Federal Reserve System. As the Financial Services Group’s Central Point of Contact at the  Federal Reserve Bank of Chicago, she led the consolidation of the check processing infrastructure. She provided best practice guidance on select Board of Governors working groups in Washington, D.C., to ensure regulatory compliance and operational excellence across all Reserve Banks.

In addition to her Federal Reserve experience, Haines-Parmele held senior consulting positions with Arthur  Andersen’s Global Human Capital practice and Delta Development Group. She advised Fortune 500 clients on strategic reorganizations, performance improvement, change management, and communications strategies.  She also led complex projects for state and local government entities, delivering innovative technology solutions that increased efficiency and customer satisfaction. 

Haines-Parmele began her career as a Legislative Analyst in the Pennsylvania State Senate, where she conducted policy research, analyzed legislation, and interacted with government agencies on diverse issues.  Today she serves on the Board of Directors for the Intelligence and National Security Alliance (INSA), as well as being a part of WashingtonExec Intel Council. 

She holds an M.Ed. in Training & Organizational Development and a B.A. in Political Science from Penn State  University. Haines-Parmele earned her Project Management Professional (PMP) and completed an Executive  Leadership Program at Lake Forest Graduate School of Management.
