John Doyon

As the Executive Vice President, Mr. Doyon works with the President to lead INSA’s strategy, operations, thought leadership, programs, and partnerships.
Prior to joining INSA in March 2020, Mr. Doyon served as the Chief Data Officer and Director, Office of Data Strategy & Innovation at the National Counterterrorism Center (NCTC). In this role, he led the Center’s strategy for acquiring data, advancing data analytics and data science, and safeguarding data to ensure the protection of privacy and civil liberties. Prior to that, he was the Deputy Director, Directorate of Strategic Operational Planning, where he provided oversight of national-level counterterrorism strategy development, strategic impact and net assessments, and activities to counter both international and domestic violent extremism. These two NCTC assignments were the culmination of a 35-year career at the National Security Agency, where he held numerous senior leadership positions focused on NSA’s signals intelligence mission, including serving as the Chief Strategist for the Signals Intelligence Directorate, and Global Capabilities Manager for Russia. Mr. Doyon also served in assignments at the White House, CIA, the Pentagon, and overseas.
Mr. Doyon’s awards include the ODNI Exceptional Service Award, the Exceptional Civilian Service Medal from the Under Secretary of Defense for Intelligence, and the Meritorious Civilian Service Award from NSA, among other honors throughout his career. He earned his bachelor’s degree in Foreign Affairs from the University of Virginia, a master’s in National Security Studies from Georgetown University, and completed the CAPSTONE program at the National Defense University.
