Performance Accountability Council’s Program Management Office (PAC PMO)

Matt Eanes serves as the Director at the Performance Accountability Council's Program Management Office (PAC PMO), an interagency group dedicated to improving the U.S. government's ability to assess the trustworthiness of its workforce. This includes civilians, military members, and contractors, focusing on their eligibility for specific roles, access to government IT systems and facilities, and obtaining security clearances—key aspects of personnel vetting. In this capacity, Matt is instrumental in driving forward significant reforms in personnel vetting across the Executive Branch, particularly through his leadership in the implementation of the Trusted Workforce 2.0 initiative, which aims to modernize and streamline the vetting process.

Prior to joining the PAC PMO, Matt applied his expertise as a consultant across various sectors, both governmental and private. He holds a master’s degree in systems engineering from Virginia Tech. Matt's exemplary contributions to federal personnel vetting have earned him numerous accolades: In 2022, he received the prestigious Presidential Rank Award (Meritorious Rank), recognizing outstanding achievements by Senior Executive Service members. In 2021, he was honored with the Federal 100 Award for leveraging technology to improve government operations. Additionally, his efforts in reducing background investigation backlogs and advancing vetting reforms were recognized in 2020 when he was named a finalist for the Samuel J. Heyman Service to America Medal (SAMMIE) in Management Excellence.
